Part 3. Securing Our First Major Contract
At the end of 2007, the State of Illinois selected our PM1703MO-1 radiation detectors for a major contract to supply over 20,000 devices for first responders. This set a then-current record in the U.S. at a state and local radiation detection procurement.
Why PM1703MO-1?
The journey of PM1703MO-1 began in 2003, just before the Athens Olympic Games. At that time, the International Atomic Energy Agency (IAEA) advocated the introduction of a new instrument featuring two gamma detectors – one for rapid searches and another for precise measurements to ensure radiation safety in major public events. Polimaster was already skilled in manufacturing both types of detectors; however, it took time to develop the Polimaster combined device, which was ultimately delivered to Athens shortly before the Olympic Games opened in August 2004. This development established new high standards and trends for such devices. Therefore, we were well-prepared to meet the most advanced specifications when the Illinois Law Enforcement Alarm System (ILEAS) announced a tender for a device like the one deployed in the 2004 Olympics.
Establishing Polimatrix Inc.
In September 2006, Polimaster, Inc. entered into a strategic partnership and created a joint venture with Homeland Security Capital Corporation, a U.S.-based firm specializing in radiological, nuclear, environmental, and disaster relief. This joint venture, Polimatrix Inc., was aimed to strengthen our market position and expand our expertise in critical security solutions.
Sealing the Deal: The ILEAS Contract
By February 2007, we had sent 30 samples of PM1703MO-1 devices for testing to ILEAS.
Following extensive evaluations, it was announced on November 1, 2007, that the State of Illinois had chosen Polimatrix Inc. to supply upwards of 20,000 pager-style radiation detection devices (read more on DEFENSE DAILY).
It took an additional six months to finalize the details of delivery, training processes, and technical support as well as to resolve a protest from our main competitor in the ILEAS tender. Finally, in May 2008, the contract was signed to supply the first batch of 2,100 PM1703MO-1 devices. This landmark contract established Polimaster as a major player in the U.S. homeland security market and spurred the continuous development of the PM1703® series. This series has since undergone numerous modifications, leading to over 60,000 units sold worldwide.
